Is there a matte eyeshadow color of skin blemishes and cover dark circles, as a concealer?

I've always wondered. Not that I have not access to a concealer, I was just curious. Like, what eyeshadow I called Clinique High Impact Eyeshadow, and it is a matte color. I was wondering if it would cover up dark circles and imperfections. Is it safe to use on your face? Like, is it safe to use under your eyes and cheek?
