The use of a hair bleaching cream with a fade cream to even out the complexion dangerous?

I want to start using this cream melted Cuz I have dark spots on my cheek, I also want to bleach the hair on my face (cheeks, chin, etc.), is this a bad idea to try to water when I use bleach to fade cream?? Thank you
