Where can I buy cosmetics discount HIGH purpose not ebay because I noticed on ebay that prices can sometimes be even higher than what is in store.

You should check the Amazon, which has dozens of offers on cosmetics.
But Amazon does not provide a function for you prodcuts search by price range cheap, here is what I do:

1. Go http://www.tophotdeal.com
2. Type "cosmetic" in the keyword text box of the right sidebar, and choose the range of reduction of "50%" to "-", then click Search.
3. I'll get a list of offers deep discount. (But the prices of some of the results are still high, just ignore them).

Here's what I get for "cosmetics":

Beautyticket.com has many products you can find at Sephora, but for much cheaper. They have a wide variety of products, but there are certainly good things there. They have brands like Smashbox, Too Faced, benefits ... you know ... check it out, can not hurt.

Personally, I do not buy in these places, but friends of mine do:

Walmart
Sally Beauty Supply (I go here and highly suggest it, cheap and has the cosmetics truck)
K-Mart
Rite Aid and any other convenience store
